What Is Erasmus+ Inclusion Support for Organisations

The Erasmus+ Inclusion Support support helps cover the expenses of the organisations hosting the activities. It is for the planning, execution, and monitoring of activities that support participants who face challenges, both those coming and those leaving. The specific activities may differ, but they mainly involve additional tasks for projects that aim to actively involve people with less opportunities. This includes custom preparation, support, and follow-up, such as extra mentorship. The new cost category for inclusion support includes two parts: a flat sum to cover the organisation’s extra costs for serving disadvantaged participants, and a portion based on actual expenses to meet the direct needs of those participants. The component intended for the organisation was set as a fixed amount of 100 EUR per eligible participant for all sectors.

What does it cover?

The Erasmus+ Inclusion Support covers the following expenses:

  • Administrative costs of determining the participant’s status, type of fewer opportunities and individual needs
  • Estimating and processing costs that need to be covered in non-standard ways (real costs as opposed to unit costs)
  • Individualised preparation / pre-departure training for the participant
  • Dedicated assistance with logistical arrangements and possible accompanying persons or assistants
  • Identifying suitable hosting institutions (this is a standard organisational task but its difficulty is significantly increased because not all potential hosting partner institutions are able or willing to host participants that require stronger individual engagement)
  • Additional preparation of staff on hosting side to address the specific needs of the participant

The cost of the listed activities can vary greatly and can’t be made more affordable through economies of scale. The cost is based on the individual needs of each eligible participant.

Will it be updated?

Since this cost category is new and there is no data to support it, the amount of contribution was determined by expert opinion from the European Commission and input from National Agencies and other stakeholders. A cost of 100 EUR per participant has been deemed appropriate, but this may be reviewed in 2022 with two years of implementation data.
